Carlos Maynor Salinas Santano

Carlos Maynor Salinas Santano holds a degree in Administration from the National Autonomous University of Mexico (UNAM), a Master’s in Business Administration and Net Economics from the Complutense University of Madrid, and a specialization in the Commercialization of Innovative Knowledge from UAEM.
He is the author of Panama’s National Semiconductor and Microelectronics Strategy and coordinated the country’s first governance mechanisms to implement it, positioning Panama as a new actor in the global semiconductor value chain. His work has focused on building institutional capacities, promoting international cooperation, and aligning national policies with industry demands.
Mr. Salinas has extensive experience in designing and implementing science, technology, and innovation policies across Latin America, working with organizations such as UNDP, IDB, IICA, and CONACYT. He has led the creation of innovation agendas in Mexico and Panama, as well as strategic studies for industrial development and talent formation.
He has served as Deputy Director of the Pymexporta Center at ANIERM, Technical Director of the Net Economy Institute in Madrid, and Coordinator of the InnovaUNAM Business Incubator System. From 2014 to 2018, he was President of the Academy of Theories of Management and Organizations at UNAM.
Internationally, he is certified by Babson College and the National Business Incubation Association (NBIA), and has been invited to programs such as the Royal Academy of Engineering’s Leaders in Innovation Fellowships (UK) and the U.S. State Department’s International Visitor Leadership Program (IVLP).
As a professor at UNAM and UAEM, he has taught courses on entrepreneurship, innovation, and technology management for 20 years. He currently serves as Advisor to the National Secretariat of Science, Technology, and Innovation of Panama.
